Brocker I 289 War/Morgenthau: Morgenthau's thesis (1): That is not why people wage war because they have weapons; rather, they build weapons because they think war is inevitable. The preventive technique of collective security regularly fails because states with their different histories, identities and concrete interests do not agree on what the respective problem is: security is subjective. The technique of peaceful settlement of disputes can only go so far as sovereign states are prepared to actually surrender objects in order to submit them to an international court.
